Does Haiku support RTL text and proper (i.e. non-precomposed) combining
characters? If so, what font shaper does it use?

As far as I know it doesn't do this natively yet. You might try
searching the mailing list archives, as I know this has been discussed
a couple times in the past year or so.

For example: http://www.freelists.org/post/haiku-development/RighttoLeft-text-and-BiDi

Please be sure to also check the replies under "Other related posts:"
at the bottom of that page. That should answer anything you want to
know about the RTL text, but I'm not sure about the character
combining etc.
